    Abstract
    The purposes of the research was to study the multilevel causal factors relationship model that affects the learning achievement of grade six students who studied using distance learning via television and developing strategies to improve the quality of learners. The data were analyzed using descriptive statistics and multilevel analysis. The research results were corresponding to the multilevel causal factors affecting learning achievement fit with the empirical data. Strategies for improving the quality of learners included four strategies, using TOWS MATRIX technique. as following 1) development of management 2) development of teaching and learning 3) enhancement of the use of technology and learning management and 4) enhancing the participation of all sectors in educational management. The implementation of strategic improvements by evaluating, in terms of accuracy, usefulness, suitability and feasibility. The level of assessment was at a high level.
